The challenge

At the time of the mandate, safety concerns around unmanned flying had created a difficult environment for aeromodellers and drone-flying clubs. Restrictions affected a community that saw model-aircraft flying as a sport, an educational activity and a route into aviation.

The communication challenge was to make that community's position heard without dismissing the regulator's safety responsibilities. A campaign built only around opposition would not explain what a workable alternative could look like.

The strategic choice

Carmine framed the argument around structured guidelines rather than a blanket ban. The campaign connected enthusiasts' and educators' concerns with the regulator's safety responsibilities, explaining why model aircraft and drones should not automatically be treated as identical.

What Carmine did

Researched international approaches — studied approaches in the United States, Germany and Canada to inform a practical alternative.

Built an explanatory media campaign — engaged national and regional media to explain restrictions and the case for clearer guidelines.

Made the community's perspective visible — connected hobby flying, learning and innovation with the need for responsible regulation.

What the work achieved

The campaign brought the community's argument into national and regional print, digital and television coverage. Reports examined restrictions on model aircraft, calls for separate treatment and requests to review proposed rules. The visible outcome was a clearer public case for regulatory dialogue, rather than opposition to safety itself.
